IMPROVING LIVES THROUGH DATA ECOSYSTEMS

Fieldworkers from Statistics South Africa (Stats SA) will be collecting data from Special Dwelling Institutions (SDIs), the transients, homeless and population in dwelling units from 15 February to 13 March 2020 during the Census 2021 Mini Test – Phase 2. The test will be conducted in selected areas in Bojanala, Buffalo City, Capricon, City of Cape Town, Ekurhuleni, Frances Baard, Nkangala, Thabo Mofutsanyane and Umgungudlovu. Phase 1 of the Mini Test was conducted last year where data was collected from sampled dwelling units. The Mini Test is one of the testing exercises that the organisation undertakes to prepare for the upcoming census in October 2021.

Respondents will be requested to provide data that includes information pertaining to demographics, migration, education, employment status, living conditions of the household, etc. The SDIs will be requested to provide information on persons in their establishments and also allow fieldworkers to collect the information on site.

The homeless and transient population will be enumerated only on the census reference night (the night of 15 February 2020).

As part of evaluating the quality of the Census 2021 Mini Test data, a Post-enumeration Survey (PES) 2021 Mini Test is conducted after Census 2021 Mini Test data collection in the areas that were visited.

Stats SA fieldworkers can be identified through the official Stats SA identification (ID) card displaying the Stats SA logo, and a photograph and the unique number of the fieldworker. Stats SA is mandated by the Statistics Act (Act No. 6 of 1999) to conduct data for official statistics and to conduct a census. Section 16 of the Act obligates all persons to provide data to any Stats SA official when requested. In terms of section 17 of the Act, information collected on individuals and their households must be treated as strictly confidential.
