Statistics South Africa (Stats SA) will be conducting the 4th population census in a democratic dispensation in 2021. Information collected from the census is crucial for proper planning in the country.
Consultations on census themes and questions form part of mandatory census planning activities as prescribed in the Handbook on the Management of Population and Housing Census[1]. The planning phase of user consultations on Census 2021 questions is essential in ensuring that the needs of data users are carefully considered and balanced, taking into account considerations of data quality, respondent burden and cost-effectiveness.
It is, therefore, important that Stats SA consults with various stakeholders such as national departments, provincial and local government, researchers, academic institutions, and the general public to ensure better understanding of the country’s data needs.
Stats SA plans to conduct a Mini-Test for Census 2021 in October this year (2019). The Census 2021 questionnaire will be tested in the Mini-Test.
