The Ikwezi Local Municipality is located in the Eastern Cape, one of the nine local municipalities located within the Cacadu District Municipality. Ikwezi includes three main settlements namely Jansenville, Klipplaat and Waterford, and covers an area of 4 449,7km2. It is an area characterized by low population density, high levels of poverty and excessive bulk water constraints, as well as very poor quality water(http://drupa16dev15.econsultant.co.za).

Of the population, 54,6% are coloured, 37,2% are black African, 7,6 % are white, , and 0,2% are Indian/Asian. Of those 20 years and older,8,3%have completed primary school, 34,5% have some secondary education, 15,5% completed matric, and 5,4% have some form of higher education. A total of 12,6% of those aged 20 years and older have no form of schooling.Afrikaans is the most spoken language in the municipality at 68,5%, with Xhosa coming in second at 25,7%. Only 2,6% of the population has English as their first language, and the remaining 3,5% speak other languages.
