The net change in the stock of cash from the national revenue fund and donor funds amounted to an increase of R12 409 million for the 2014/2015 fiscal year.

This statistical release provides information on the sources and uses of cash of national government for the fiscal year 2013/2014 and 2014/2015, classified economically and functionally. The total net change in the stock of cash from the national government and donor funds amounted to R12 409 million for the 2014/2015 fiscal year.

Major Influences

The major contributors to the amount of R12 409 million from the net change in the stock of cash of national government for the fiscal year 2014/2015 are the cash receipts from operating activities, R1 015 549 million (2013/2014: R928 102 million); cash payments for operating activities, R1 166 145 million, (2013/2014: R1 076 430 million); purchases of non-financial assets, R16 119 million, (2013/2014: R14 123 million); sales of non-financial assets, R78 million (2013/2014: R37 million); net acquisition of financial assets other than cash, R4 440 million (2013/2014: R4 113 million); and net incurrence of liabilities, R183 486 million (2013/2014: R181 488 million).

The largest contributors to the total cash payments for operating activities and purchases of non-financial assets of R1 182 264 million from the national government and donor funds for the 2014/2015 fiscal year were transfers of a general character between different levels of government (R414 699 million or 35,1%) mainly to provincial governments to defray their expenditure on general government services; followed by social protection (R131 817 million or 11,1%) and public debt transactions (mainly interest) (R114 704 million or 9,7%), public order and safety (R110 173 million or 9,3%); total economic affairs(R103 372 million or 8,7%); executive and legislative organs, financial and fiscal affairs, external affairs (R74 221 million or 6,3%); total housing and community amenities (R62 035 million or 5,2%); total education (R57 643 million or 4,9%); total defence (R42 598 million or 3,6%); total health (R39 045 million or 3,3%); general services (R13 119 million or 1,1%); total recreation, culture and religion (R6 213 million or 0,5%); and total environmental protection (R3 189 million or 0,3%) (see Table B, p. 12, Figure 5, p. 13).
